Task bar crash

At various times my Taskbar crashes and freezes. It will always happen when
I plug in a "Plug & Play" device but will also happen occasionally by just
opening a
window. There is obviously a conflict somewhere but I don't know how to
look for it. Can anyone help?

Your pointer changes to an hourglass when you hold it over the taskbar for a
few minutes after starting your Windows XP-based computer:
