Task Bar Adjustments

I am using XP Pro. There are 2 taskbars. One on the left
and one on the right.

The task bar on the left appears to just have some
programs in it. It appears these are here for ease of
access.

How do I remove and add programs to this task bar?

Create a shortcut to the program on the desktop and then drag it to that
bar, the Quick Launch bar.
