I would like to know where you can get a copy of Target Designer?

You can get an eval version from Microsoft. Eventually, to build a release
image, you'll need to be a release toolkit from your favorite distributor.
If you don't have a favorite distributor, feel free to contact me offlist
and I'll help you out (I work for Avnet).
