Taking Run Line Away from restricted users

How can I use gpedit to take the run line away from restricted users and yet
still make it available for admin? I am also trying to find a fool-proof way
to restrict users from changing wallpaper and desktop images. I have used
gpedit to prevent this, but it appears that restricted users are finding a
way around this. Any suggestions for either question? Thanks.
