Takes too long to get to Turn Off Computer Menu

Does anyone know why my computer is taking a lot of time to get to the Turn
Off Computer Menu? It also stays at the welcome menu really long. It had
been like this ever since I got it.
 
I had same problems, but I was running many multi-tasking programs. Try
shutting down using the Windows Task Menu.
Right click the task bar at the bottom, brings up a list of choices ...
click on Task Manager, and when the menu appears in the top left corner, use
the drop down menu and choose either shut down or restart. (Also, this shows
you how many programs you have running .... the more, the slower.
