Tabs on the USER ACCOUNTS

Why can't I see any tabs wheni double click User Accounts
on the Control Panel? I am using WIndows XP Home. The
instructions to delete Microsoft .NET Passport information
from my computer refers me to this but i cant find it.
 
There are no tabs in control panel, user accounts. That info is wrong. You
want:
Start, run, type in: control userpasswords2
Hit enter.
Advanced tab, manage passwords.

It doesn't have Tabs. After loading it, d-click your account at the
bottom; you will then find a set of items including 'Change .NET
Passport'
