Tables in Word: Locking the row lengths

I am trying to create some form tables in Word 2000 and have set my cells to
wrap. That part works fine, however I want to limit the amount of text that
someone can type into the cells, but everything I tried continues to allow
the rows to get longer. Is there a way to "protect" or "lock" the size of a
row while allowing text to be entered and wrapped?
 
Set the table row to an Exact height.
