The fast way or the right way?

The fast way would be apply direct formatting by double-clicking the last line of the table of contents (this should select the whole TOC field), then press Ctrl+1 to select single spacing, and if there is still extra space between the lines, then click on Format | Paragraph | Indents and Spacing | Spacing Before: 0 pt | Spacing After: 0 pt | OK.

The right way would be to modify the TOC1, TOC2, TOC3, TOC4, etc., styles to be single-spaced with no spacing before and after. Click on Format | Styles and Formatting | Show: Custom | <select a TOC style> | Modify | Format | Paragraph | Indents and Spacing | Spacing Before: 0 pt | Spacing After: 0 pt | Line Spacing: Single | OK | Add to Template | OK. Repeat for each TOC style you use. If you are prompted to save the normal.dot template when you close Word, say yes.

The fast way is probably also the right way since TOC styles are by default
set to update automatically.
