For your situation, you should use a Section Break Next Page to separate the
front matter from Chapter 1.
To get the page numbering to start with 1 in Chapter 1, click on the Format
Page Number button on the Headers and Footers toolbar and check the Start at
button and enter 1 if necessary in the Footer for Chapter 1. It will be
necessary to have unlinked that Footer from the previous one.
If you go to the Footer in the previous section, you can use the Format Page
Number dialog to format the page numbers in that section to be displayed in
Roman Numerals.
