Can I create a link that will jump to a specific location in a Word document
simply by clicking on it in the table of contents??

If you use the built-in Table of Contents facility, you get that behavior
automatically. Starting in Word 2000, the entire item in the TOC is a
hyperlink; in Word 97 and earlier only the page number is a link.

The article at http://www.word.mvps.org/FAQs/Formatting/TOCSwitches.htm
explains how to look at the TOC field's code and see the \h switch that
makes this work.

If you're creating the table of contents by hand, you really should stop
doing that -- see http://www.shaunakelly.com/word/toc/CreateATOC.html for
help. If for some reason you really need to do it by hand, you can use
bookmarks and the Insert > Hyperlink command, but I don't want to encourage
that sort of foolishness.
