Table of Contents

My website is quite lengthy so I have included a table of
contents using a template. This is added by the server
from hyperlinks derived from the site. They are
supposedly hierarchically sorted but they appear as a
random jumble. How can I make the server place them in
the order which I require, i.e. similar items grouped
together for ease of reference.
 
What kind of server,
server OS
and what utility creates the TOC??

This might be an issue for your host to resolve.
 
The TOC uses the Navigation view sequence
