Table of Contents from Word in a PDF document

I have a table of content created for document in MS Word. I can navigate in
the document by using Control+CLICK to follow the link. However, when I
create a PDF file of it, I'm unable to navigate from my table of content.
The control+CLICK feature that was available in MS Word is no longer
available in the PDF file.
Any ideas if there is a parameter I need to change so the Control+Click
feature can be kept. I'm using MS office 2003 and PDF version 7.

I appreciate any tips.
 
This really isn't a Word problem, but I think I know the answer. How are you
creating your PDF files? If you are simply printing to the Adobe PDF
Converter, Adobe Distiller, etc., the TOC will not work. If you use the
"Convert to Adobe PDF" button on the PDFMaker toolbar, the TOC should work.
It's just a regular click, rather than a Control-click, but it works. If you
use the "Convert to Adobe PDF" button, you should also have a Bookmarks tab
