Table formatting problem in W2007

Old word products had an easy way to set a doc to a form for preprinted docs
such as business cards. All I can find in W07 is an annoying link to
predefined templates that aren't blank and aren't for A4.

I took my existing doc and changed the table to height 5.5 cm and width
8.5cm. The width seems to be ok, but the table cell heights still are around
6 cm, even though W07 claims they're 5.5. How do I get it to work properly?

Word 2007 has a label tool (on the Mailings Tab) which does everything that
the earlier versions did, and has more pre-defined labels.
