"tab" key is not increasing indent on numbered lists

My "tab" key used to increase the indent on an bulleted or numbered list that I would create. Say I'd go to Bullets and Numbering and make an Outline Numbered list, I could hit "enter" to create the next line, then hit "tab" to move the number to the indented sequence (example - "2)" could be indented over and become "i)" by hitting tab. But now it just moves the cursor over and the number at the beginning of the line does not change.
