My team and I are currently trying to install Windows XP Embedded on a
512MB disk on chip. We have made evaluation versions, installed them
and they have functioned properly. However when we enter our licensed
PID into the Target Designer, set the disk partition size to 512MB,
create the image and move it onto the disk on chip we get
SYSTEM_LICENSE_VIOLATION error. We are installing from a hard disk
with Windows XP Pro. , any suggestions as to what we might be doing
wrong?

You must have XPe SP2 and it can not be the evaluation version.
The licensed XPe SP2 requires MS OEM CLS and registration on the site

To me it sounds like wrong cluster size is selected in TD.
