when I go to target designer help about I see that it is licensed to

You have to enter the XPe License number in the Settings for the
configuration within Target Designer. The XPe License is not theinstallation
key for the CD, but a seperate number you receive when your company signs a
Microsoft license agreement. If you don't enter the key, the image will be a
test build that is good for ~120 days.

You should contact your local distributor for more details.

Purchase some Run Time licences from your distributer and providing you have
a full copy of Target Designer you will be given a PID to enter undet the
"Device Settings" which will fully activate the image.
