System32 bar appears at startup

Recently install FIOS. Shorthly after, I started to ge a Sysem32 1/2 inbar
popping up in the middle of the screen.

Looks like the top of Windows Explorer bar and has the X to close it out -
which works.

Does anyone know how to elimiate this, short of doing a complete re-install
or Repair of XP Home?

I've seen that before... I've also seen "My Documents" open at startup. I'm
not saying the previous post was inaccurate but another thing to look out for
a some sort of malware. Now and then a spyware scan would fix those issues
for many of my clients.

It's just a thought....
