System tray won't hide icons

I have done a clean re-install. My system tray will not hide he inactive icons. I have gone into the taskbar properties and the checkbox that says hide inactive icons is checked.

It is a recognized weakness of the Notification Area (System Tray) icons.
One workaround that works for me is to select Always hide first. When the
icon stays, and remains staying, hidden, change it back to Hide when
inactive. Test after a reboot. Also, an *impression* has been steadily
emerging that the more icons there are *on show* simultaneously at any one
time, the more prone to unexpected behaviour are *all* of the Notification
Area icons, including the hidden ones. For this reason, I have placed only
two item in the Always on category, viz. the ZoneAlarm traffic meter and the
internet connection twin monitor. This is holding, so far.

In a response to an inquiry of a persistent re-emergence failure of the
internet connection twin monitor, MVP Kelly Theriot offered a couple of
workarounds.
As soon as the icon appears, fix the settings.
Save Settings on Exit (Line 54)

Others, also applicable in all systray icons, in this link:

As regard to your short-lived power management (Notification Area) icon,
there is an on-going discussion started a month ago in the Tablet PC
newsgroup. One suggestion involved removal of all Symantec products!

Thank you for the tips
Any way the failure of the power management indicator seems only
problem with AC supply, if I disconnect it immediately my batter
indicator shows, and if I disconnect it long enough and reconnect i
again I get a "battery loading" indication
