It is a recognized weakness of the Notification Area (System Tray) icons.
One workaround that works for me is to select Always hide first. When the
icon stays, and remains staying, hidden, change it back to Hide when
inactive. Test after a reboot. Also, an *impression* has been steadily
emerging that the more icons there are *on show* simultaneously at any one
time, the more prone to unexpected behaviour are *all* of the Notification
Area icons, including the hidden ones. For this reason, I have placed only
two item in the Always on category, viz. the ZoneAlarm traffic meter and the
internet connection twin monitor. This is holding, so far.

I have done a clean re-install. My system tray will not hide he inactive
icons. I have gone into the taskbar properties and the checkbox that says
hide inactive icons is checked.
