System tray icons not all showing (hide inactive unchecked!)

After I boot, not all my system tray icons show. "Hide
inactive icons" is unchecked. Once I logoff and logon -
as same user - they all show.

Anyone know what is wrong?
 
I've experienced the same problem and reasons are unknown.

It is my guess that not all drivers/services have been fully loaded.

I usually waited around 15-30 seconds after login screen shows up before
press login keys.

Other times, I would be just like what you have done, logout and back again.

Anyone has the same problem?
