system tools not functioning

help!!!disk defragmenter is not working or is disk cleanup,
can i reinstall these components?and if i can , how do i
do this?i've tried to reinstall them via add remove
windows components, but they don't seem to be on the
accessories list!!!can i reinstall them from the xp cd?and
if so how?

start - run
sfc /scannow

(assuming the components are corrupted, i.e.)
