System Tools not functioning since XP install

since I put XP on my computer I haven't been able to use
any of the System Tools (Disk Defrag, Scan Disk, etc.) I
keep getting this message:

"Unable to Locate Component
- This application has failed to start because TMAPI.dll
was not found. Re-installing the application may fix this
problem."

Then when I hit "OK" another message comes up saying:
"16 bit Windows Subsystem
- An application has attemped to directly access the hard
disk, which cannot be supported. This may cause the
application to function incorrectly. Choose 'Close' to
terminate the application.

I then hit "Ignore" and the Disk Defragmenting tool says:
"Windows cannot defragment this drive now because it has
been locked by a disk utility. Quit any utilities that
may have locked this drive, and then try to defragment
the drive again."

Then it gives a ID No: DEFRAG00105

Do you know why this would be?

reboot into safe mode, and run disk cleanup and the
defragmenter from there, or just close out all other
running programs first, including the programs in your
system tray area. Type in your run box, "msconfig.exe" and
select the startup tab to uncheck items so you can have
near a clean bootup. Also check out the Diskeeper program
from Executive Software, at this site;

Scan for viruses also. Run the system file checker tool,
click start, run, type in;"sfc /scannow" with that space
after the sfc. You will need to have your XP CD handy, to
copy system files from. Open the control panel, then
administrative tools, Event Viewer, to check for error and
warning messages. (Click to select either applications or
system on the left side, then double click on one of the
messages on the right side to see details.)
