System shutdown problem on pressing the power button

Hello,
I am testing windows XPE on a via board.Occasionaly I could find that on
pressing the power button for around one second the system does not
shutdown gracefully .But I am not sure what causes the system not to go
to shutdown. But if I type "xpepm -shutdown" the system gracefully goes
to shutdown without any problems. Only on pressing the power button it
does not go to shutdown. Has anyone experienced with such a problem
before. Could anyone help me to resolve the problem. I am using
minlogon with command shell.
