.
Start/AllPrograms/Accessories/SystemTools/SystemRestore
Open it and click System Restore Settings and there you
can turn it off. But I don't understand why McAfee would
want you to turn it off. It is an excellent feature to
restore your system in case of problems. I've had several
times used restore to reset my system.

Sometimes when a system is infected with a virus when using the removal
tools from an anti-virus program you will need to restart your system. If
the virus has contaminated some of the restore files you have to turn off
System Restore when re-starting , otherwise the virus will not be completely
removed. After the system is re-started with System Restore turned off you
can turn Restore back on as all old restore files will be deleted.

Depends on the context in which McAfee's advice was given; as
you say, I'd be suprised if it was general advice, or for setup.

It would make sense if there's active malware infection present,
because Windows gets in the way and prevents malware from being
cleaned within System Restore data. This creates the risk of
malware recurrance should a System Restore bring back the malware
from where it is hidden within the System Restore data.

Note that when you disable and re-enable System Restore, any prior
settings you may have (amount of space to use, or disabled for
some volumes) will be thrown away.
