System Restore

I cannot open System or System Restore. I click, and it will not open. Will
someone help me by telling what the problem is? Thank you.
 
Open control panel, system applet,

start/run, type: SYSDM.CPL

and uncheck the checkbox for system restore, then restart, and turn it back
on.
