System Restore Utility

I am not sure this question is in the right place but there were so many
discussion groups, some with duplicate names that I gave up.

I have lost the system restore utility. I have tried everything I found on
the internet, safe mode, disable it, clean out the restore points etc.
Nothing works. I would like to restore it and requested the operating system
disk from Dell(Dell wants to charge me for this question). The utility is not
on that disk. I have looked around the internet and cannot find a copy of the
utility. Can anyone help????

The Access in this group's name is the database product that's part of
Office Professional.

You'd probably be better off asking in a newsgroup related to whatever
operating system you're using.
