System Restore turned off by Group Policy

I am working on my cousins computer, trying to get system restore to
turn on. I have set myself up as Administrator, when I go to system
tools, then system restore it tells me, basically that I do not have
authorization to do this. It says it is turned off by group policy and
to contact my group administrator. This computer is a stand alone and
not a network computer. I have no idea of how to find the group
administrator and change these settings. If anyone can help it would be
greatly appreciated. I also scanned the computer for virus and spyware,
I found 166 different viruses/spyware and removed them, could this be
part of the problem?

Also if anyone can tell me how to uninstall Norton Antivirus from
the hard drive?

NT\SystemRestore
In the right-hand pane, look for these values and delete if found:
DisableConfig
DisableSR
