System Restore, Restart problem

Hey out there. We performed a System Restore on one of the machines at my
office (only about a week in the past), and as it shut down to restart, the
computer has been hanging at the blue screen with the windows XP logo (as if
it didn't completely shut down). We had to manually power down, and when
starting back up, it still hangs right there. The cursor moves around, but
it doesn't do anything else. We tried to perform a number of the F8 items
(Reboot, Last Known Good Configuration, etc), but it always gets back to the
opening blue Windows screen, displaying the logo, rather than "Welcome..."
This all came about from (what should have been) a simple system restore.
All programs were closed and other machines were done without any problems.
Any ideas?

May have had prior issues the other machines did not.

Repair Installation.
 
I am having exactly the same problem. In my case, the computer in question
came up with a blank screen immediately after a normal restart. It has done
this a few times before and is fixed by powering off and powering back on.
Normally Windows will then start normally. This time it went through the
process up to the point where explorer.exe would normally start, but instead
it sat there at the blue screen with the Windows logo and goes no further. A
crtl-alt-del will not bring up task manager.

I am hoping there is something I can tweak in the Windows registry using the
System Recovery CD to get it to start up explorer.exe.
