System Restore/Recovery not working

Hello - I recently had a program that suddenly would not open. I went through
processes to make sure I had no spyware, malware, etc... after this I went to
install the newest version of that program and it would not complete
installation. I went to restore my computer to an earlier date before I had
this problem and it won't restore. I then tried to do a complete system
recovery and it gets to about 21% and tells me that C:\PRELOAD\ALL.CRC can't
be found and it won't restore. My computer doesn't seem to be running funny
except for the restore/recovery issue and I still can't download or run a
program. Is there a way to run something that can check my registry or
windows software and repair whatever may be hanging it up? Thank you for any

I forgot - I should add that I have Windows XP Media Center Edition, just in
case that matters.
