System Restore Off by Group Policy in XP Home Installation

A funny thing has happened after my registry got scrambled. I initially lost
my file associations but was able to find a registry tweak that restored
them. Whenever I boot up, though, a blank dialogue box pops up with a few
gibberish characters at the top and an OK button, which after clicking leads
to a normal startup. To eliminate this annoying pop-up, I tried to run
system restore, but I receive a message that it has been turned off by group
policy and I need to contact my domain administrator. This makes no sense
because I have the home edition and am the main and for that matter only user
of this machine. Can anyone help?

If all of these problems have occurred suddenly, then there is a high
possibility of Malware presence in the system. It's advisable to do a
thorough cleanup.
