System Restore not a valid Win32 application?

When I try to run System Restore an error message shows up that says:
"C:\WINDOWS\system32\Restore\rstrui.exe is not a valid Win32 application."
What does this mean? Is there any way I can fix it? If so, can some help me
please? My computer is dying and I'm pretty sure that if I restore it to a
previous point it will be all better. This would make my day if someone could
help me. Thanks.

I suspect that System Restore is corrupt. If this is so you have lost your
Restore points.
Try running System Restore from Safe Mode and see what happens. If that
doesn't help then I think it is toast and needs to be reinstalled
You can try reinstalling System Restore but as I mentioned doing so will
cause you to loose previous restore points
1. In My Computer, click the Tools menu -> Folder Options.
2. On the View tab, make sure to check the option "Hide extensions for known
file types".
3. Click OK.
4. Click the Start menu -> Run. Type: " %windir%\inf " (Without quotation
marks) in the Open field. Click OK.
5. Locate and select the file " sr.inf ". Right-click it and then click
Install.
