system restore issue

when i try to do a system restore i get this msg >>system restore is not able
to protect yr computer, please restart yr computer and then run system
restore<<. Now i do follow the instruction and restart my pc and when i try
to do a system restore i get the same msg again.

i have noticed too that in the>> administrative tools >>Services>> i dont
see there the system restore listed any idea as to why??? pls any help would
be appreciated

Try rt clicking on MyComputer>select System Restore>make sure that box
is Unchecked that say's "Turn off system restore on all drives".
