system restore failure

I CANNOT GO BACK IN TIME OR CREATE A RESTORE POINT IN XP
SYSTEM RESTORE.CAN IT BE RE-INSTALLED

You can try re-installing from the CD and let the
installation attempt a repair. If that does not work, then
progress past that point in the installation and try
installing in the same folder where your previous
installation was. That should refresh your operating
system files.

Of course, if your system is usable at all at this point,
back up first!

You didn't mention any error message. Have you tried turning off
System Restore, rebooting, then turning it on again?
Control panel \ system \ system restore.

Also, Kelly has a fix at line 278 to repair or restore System Restore.
