Is this statement true

System Restore Does Not Create Automatic System Checkpoints
a.. System Restore requires the Task Scheduler to be enabled
b.. System Restore requires that nothing be running in the back ground
CTRL/ALT/DEL and End Task on all programs running.
c.. Make sure you are leaving the machine alone long enough for it to
restore

This is true.
b.. System Restore requires that nothing be running in the back ground

This should not be necessary under normal conditions.
c.. Make sure you are leaving the machine alone long enough for it to restore

The system need sufficient idle time for a restore point to be created.
