system restore - cannot disable

I tried disabling system restore both in control panel and disabling the
service. However looking at my system logs it shows a continual
enabling-disabling pattern that repeats about once an hour. It is doing it
automatically. Any ideas. I have ran all types of virus/mallware scans.
Currently at SP2 but will upgrade to SP3 soon.

You still have malware. I would try David Lipman's MULTI_AV product.
Do not install SP3 until you have this problem solved. If anything,
installing a service pack on a system with problems is likely to make the
problem worse.

You have malware that is preventing you from disabling sys restore.
Have you tried running "HijackThis"
