system restore broken by file settings and transfer wizzard

I recovered my system to factory default, installed software, and kept
checking system restore on each install. Everything worked fine until I ran
the file settings and transfer wizzard. The old system had a data
partition, and the new system does not. When I ran system restore, I got a
message "changes made to drive(s) F: after this point cannot be reversed
because the drove was either excluded from system restore monitoring, or was
turned off or removed." I tried the restore anyway, and got the message
that the restore was not made and no changes were made to my system.
Restore points created after the are OK. I was wondering if there is some
way to undo the file transfter and settings wizzard changes of some way to
fix system restore without completely reinsalling my system and all the
programs.

I recovered my system to its factory state again, and did not run the file
settings transfer wizzard, and after several application installs, including
Norton system works with internet security, system restore broke again. I
am assuming that the wizzard is not what broke it last time.

When chatting with HP support online, they said to wait a few days and
system restore might fix itself. Does this make any sense?
