System Resore and Secure Web Site problems

Hi everyone,

I am having 2 different problems with my PC. First, I
cannot access any https web sites. I get a page cannot be
displayed message. I have tried all of the solutions I
found on the knowledge bas # 813444, except for doing a
system restore. When I attempt a system restore, I get
the following error message:The procedure entry point
RemoteAssistancePrepareSystemRestore could not be located
in the dynamic ling library WINSTA.dll.

Can anyone help!!!???

I skipped over the line twice and got tired of looking
for it but I know its there I seen it before.
As far as system restore goes you need to shut of system
restore service and reboot,once your reboot is finished
turn system restore back on and create a new check point
your volume folder is corrupted and shutting this service
off purges this folder
