System process using 100% of CPU time

Something very strange has started happening to our domain controllers
recently.

Over time the system process soaks up all available bandwidth on our server.
It appears to be triggered by multiple logons, but I have not been able to
validate that. This then cascades to the other server. After restarting
everything returns to normal for a while.

Full disk scans with Symantec Corporate 10, Ad-aware and Windows defender
have found nothing - any ideas?

Logon scripts can also cause this kinda issue as this is happening only
at the time of logon.
