System Preparation Tool

I recently purchased a new machine with Windows XP Home edition on it.
Since the moment the pc was booted, I receive a System Preparation Tool
window everytime it boots up. This is the first time I have ever seen this
window on a machine and I do not know how to get rid of it from appearing
everytime. (I am not the owner of the PC and don't want to inccur problems
later on.) Is there anyway to disable this menu? The menu has Factory,
Sealed, etc on it. Am I supposed to set it up again with new SIDs? The
system has worked perfectly fine dispite the window appearing.

I appreciate any help anyone can give me.
