How can I give myself system level access to Windows XP?

You have system level access in Windows XP if you have logged on as an Administrator or an account
which has administrator level privileges.

Then why do I need BartPE to make some changes? I don't understand
why some files are locked to the point that I can't even make a copy
of them within windows. Also, what is the point of some registry
settings you can't change? Why "access denied" if I have system level
access as an administrator? Confused...
