What do you mean by run up? System idle means just that. It's not
doing anything. The system idle process is a process the cpu invokes
when it has nothing to do - so you want a high system idle process.
Depending on what you mean by run up, do some clean boot troubleshooting
and look for malware:
"System Idle Process" is not any problem at all. That's just the name for
what the system is doing when it's not doing anything. It's there to make
the total add up to 100% If 98% is idle, that leaves 2% being used.

System Idle Process certainly isn't a problem, but there may be another
problem. I can't tell from what you're posted. What does "to run up" mean?
How long is "for ever"?
Break out a dictionary and look up the word "idle," sometime. ;-}
The "System Idle Process" metric is the amount/percentage of time that
your CPU has nothing to do. A reading of 98-99% is generally
considered a good thing, and readings above 90% are normal. Think of
it like a car's engine idling in your driveway before you place the
car in gear.
If your computer is slow, it's because of something else, not the
System Idle Process. Have you performed a disk clean up and
defragmentation recently? If not, you should. Also scan for any malware.
