System Idle Process 99%

Everytime i log onto my computer no matter whats
happening, the system idle process stays at 99 %,
sometimes going down to 95%. I think this is a reason my
computer lags. Any suggestions?

That is the little loop that the cpu is given to run when there is
nothing whatever else to do. Liken it to the system twiddling its
thumbs waiting for something to happen.
