System has no paging file or is too small

I have changed the V-memory amount but it still says i
have 0 mb for virtual mem. can some one tell me how I can
replace the paging file or if it is possable.

Your changes may not be taking place because you don't

have enough permissions to make the changes. Hope this

maybe i am to thick between the ears but after section F
it say on the file menu click properties. but what file
menue?
