System Folders in Outlook

Inbox, Deleted Items, you can't delete them. I have 300 users that are
constantly deleting their spam folders. Is there a way either in exchange
2k3 or outlook 2k3 to make 2 folder Inbox-Spam and Inbox-Spam? so users can't
delete them?
