System exception: Access violation

Web site created with FrontPage XP worked fine until recently. I needed to
change my PC. I have a new PC and installed everything from scratch. I
published the site from the old PC to the new one. When I try to open a page
and edit it with FrontPage I get the following error: System exception:
Access violation and the rpogram crashes. This probably happens only in
pages that have banners and navigation bars. There is something wrong with
these...
Does anyone have a clue what is going on?
Thanks

Have you tried the usual repairs
1) In Windows Explorer Find and delete all FP Temp Files
2) In Windows Explorer Find and delete all hidden *.web files
3) Disable or Uninstall any FP Addins
4) Run a Repair / Reinstall on FP & IE
5) Install all Service Packs for your OS, IE, and MS Office

1) In your default windows TEMP folders
In Win XP
C:\Documents and Settings\USER\Local Settings\Temp
2) They are known system hidden files - search again
In Win XP
C:\Documents and Settings\USER\Application Data\Microsoft\Web Server Extensions\Cache

OK, I have deleted everything there. No change, the problem insists. When
FrontPage crashes, it comes up with this:
C:\DOCUME~1\Admin\LOCALS~1\Temp\WERF38.tmp.dir00\FRONTPG.EXE.mdmp

C:\DOCUME~1\Admin\LOCALS~1\Temp\WERF38.tmp.dir00\appcompat.txt

Problem is, there are no such files or directories to look for errors.

Seems there is a problem with navigation bars and banners based on
navigation settings. It crashes only on those pages that have banners and
nav bars

The folder
C:\DOCUME~1\Admin\LOCALS~1\Temp\
is
C:\Documents and Settings\Admin\Local Settings\
