System Configuration Utility Problem

After making a change in the system configuration utility and clicking apply
I get a message that says access is denied while attempting to change a
service, try logging on as an administrator. I have logged on as an
administrator and still get the message. I have also tried in safe mode and
get the same result.

This usually indicates that your PC might be infested with some type
of virus or spyware. Run anti-virus / anti-spyware scans.

While your computer might be infected as suggested by the other poster, the
most common reason for this issue is having HP printer software installed.
You can ignore the warning and the changes will still get made. If the
changes are *not* getting made and/or you don't have HP printer software
installed, chances are that one or more security programs you have
installed are preventing the changes. Examples are ZoneAlarm, Spybot Search
& Destroy (TeaTimer feature), Norton, McAfee, etc.
