Every time I boot my computer, I hear a voice that says "System completed
power-on self-test. Computer now booting from operating system". Some people
may appreciate a talking computer, I want it to shut the f**k up! How to
turn it off?

This is a "feature" of the hardware, it's nothing to do with Vista.

There will be an option in the BIOS to activate (and de-activate) spoken
POST messages. Check the documentation for your motherboard and/or PC.

I once bought an ASUS motherboard which did this by default! Probably
several other brands are the same. It was very annoying.

Why do you think this has something to do with Vista?

Make adjustments to your hardware settings in the bios.
