System boots in a loop

I tried to unistall a program that I had 2 versions installed. My
uninstalll program uninstalled the wrong version so I tried a system
restore. After the system restore was complete the pc rebooted and is
stuck in a loop. I have the option of safe mode etc "last working
configuration" or just let the clock go and it will restart. No matter
which option I pick it will not finish booting and just start over and
over.
What do I do to fix this?
 
Have you tried selecting starting in safe mode? so at least you can get into
windows and then view the log files (Start > Run > eventvwr) to track down
the error(s)?

It's possible you could have a corrupt profile.
It is one of the problems that will cause a reboot before displaying
the desktop (security feature :) )

Can you provide a copy of the Stop Error Report?

Disable automatic restart on system failure. This should
help by allowing time to write down the STOP code properly.
Keep pressing the F8 key during StartUp and select option
- Disable automatic restart on system failure.

Do not re-enable automatic restart on system failure until
you have resolved the problem. Check for variants of the
Stop Error message.
