System Administrator Undeliverable messages

have been living with this problem off and on for some time, but this past
week or so it has gotten obnoxious.

When I send an email, I get back an "Undeliverable" message from the System
Administrator -- which I believe to be me. The reason I think it is me is the
speed at which it appears in my Inbox. It sometimes appears immediately after
I click on the Send/Receive button -- it does not take the few seconds time
it usually takes to go out to the net and return.

I am a one-person shop, not running Exchange Server -- so the link below
does not apply to me. I am using Outlook 2003 SP2

http://support.microsoft.com/kb/326304/en-us

When I click 'Send again' I frequently get the same result -- especially if
it is a Reply to someone else's email. Sometimes I have to create a whole new
eamil and paste the contents of the one that won't go into it. This is
getting to be VERY annoying.

This problem continues -- right now I have two items stuck in my Outbox-- one
is a reply and the other a resend.
When I click on the Send/Receive button it tells me that one task was
completed successfully (Recieve) but I get this error message regarding Send:

Task 'SuperPages - Sending' reported error (0x8004210B) : 'The operation
timed out waiting for a response from the sending (SMTP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'
So, I just tried sending a test message to myself -- a brand new clean
message -- and I get the same error. Then I exited Outlook completely, went
back in -- and the message went out.
Seems to me that there is something about replies and resends that hangs up
my Sending.
