System Administrator Setting Policies

WinXP Home--I am the administrator-Firewall OFF---While trying to install a
program(MaxtorIII one touch extHD) with no success("1607 unable to
installshield scripting runtime"), I signed on as the Administrator in Safe
Mode, and again attempted the installation. Received ths message "System
Administrator has set policies to prevent this installation". Question--How
do get around this please?--Thanks in advance

The "InstallShield Engine" is third-party software. See if this article

Administrator privileges are usually restricted by malware, installed
while using an administrative(!) account. Scan your system ASAP.
