Sysprep XP SP2 with working IIS ==> "The Service Metabase ... could not be opened"

I cannot seem to sysprep an SP2 system (using the "XP SP2 Sysprep",
version 5.1.2600.2180), and have IIS startup after I run back through
mini-setup.

I get 3 errors that are directly related in the event log. I will
include them at the end of this post. And IIS refuses to start after
mini-setup.

I also copied the metabase.bin, a backup metabase file (created using
"backup restore IIS Configuration) to an external location (burned
onto a CD). I figured maybe I could blast it onto the system later
and things would be happy (that doesnt seem to work either).

Here is what I have done:

1) Install XP Pro using all defaults (choosing "RENAMEME" as the
machine name)
2) Choose "Add Windows system components", and select IIS.
3) Run the SP2 network installer .exe file I downloaded from MS
website.
4) Install .Net 1.1 Runtime (dotnetfx.exe, V1.1.4322)
5) Using "Backup Restore IIS configuration", Click on "Create Backup".
6) Check that IIS is happy, reboot a few times to satisfy myself it
starts. It does.
7) run Sysprep.exe -mini -reseal
8) XP shuts down after sysprep does its thing
9) restart the system
10) run through mini setup (choosing "VALEN" as the machine name)

When XP starts up, everything works well EXCEPT for IIS. I will not
start no matter what I have tried. I tried using the "restore IIS
configuration" using the named backup I made. Nada, it tells me "the
parameter is incorrect". I also tried blasting the metabase.bin file
I copied before the sysprep into %system%\inetsrv. Nada.

I did this scenario successfully with SP1a a year ago or so.

Anyone have this problem? Any solutions?

I have considered "reinstalling IIS", but how do I do that? I need to
use SP2 files as input to that process, I assume? Do I also have to
reinstall the .Net runtime?

Your best bet is to check in the many IIS newsgroups - chances are they've
seen it and already have a solution.
